The Facilitating the Regional Procurement of Balancing Capacity task is performed by Regional Coordination Centres (RCCs) in accordance with Articles 37(1)(k), 37(5), and Annex I of Regulation (EU) 2019/943. It is provided for the relevant System Operation Region (SOR).
The task involves calculating availability of non-contracted balancing energy bids on European platforms (PICASSO, MARI, TERRE) by type of reserve (aFRR, mFRR, RR), direction, and validity period. RCCs also perform additional roles and responsibilities defined in the respective methodologies.
In 2025, Baltic RCC and Baltic TSOs set up the task development plan in SOR and began delivering the basic functionalities of the task. The initial scope was implemented on January 15, 2026.
